Ofc, this is mostly as I've neither seen a game do any good with them, just really forcing them and using them as strong as possible and there by looking like shit. Additional filters cause loss of image quality, bloom doesn't happen with actual eye and colors don't look different tint or shades of one.
If the "Enhancements" can be tied to maps, so depending on position of sun and overall weather the settings are different, there are some good things to be done with these. Just don't add bloom. And just give a light touch, as usually if the difference between original and new one is like night and day, its too strong.
I don't like bloom effect too , exactly for some reason as you ! but after 2 week of tweaking and testing different amount of bloom in several maps , I think that I found the perfect value for this effect , so right now it's not even noticeable in over 40% brightness ! and I'll tweak this value after close beta tests based on feedback I'm get'in , for sure !
about that extra 8x Anisotropic filtering , it will not cause any loss of image quality ! actually it's quite the opposite of what you think ! you can read about it in here :
http://en.wikipedia.org/wiki/Anisotropic_filteringand for last thing you mentioned , this project is not tied to maps , but it depend to overall brightness of screen ! color of each pixel can be modified based on it's original brightness , so you can have stronger sunlight and darker shadows in same time while everything else is the same as before ! you must see it first , to understand what I mean !!
